The escalation of globalization and the adoption of neoliberal policies in the 1980´s led to a radical socioeconomic reorganization as L.A. countries moved from the state-led to the market-led development model. Simultaneously, democratic regimes emerged in most of them. Both trends were supposed to reinforce each other. Two decades later, this assumption has to be seriously questioned. Slow and unstable economic growth, the persistence or worsening of poverty, inequality and under- and unemployment, sociocultural polarization and frustration, transnational integration of the elites and national disintegration of the middle and working classes, political instability and governance crises, plus the corruption and weaknesses of the political systems, suggest that, in the Latin American context, neoliberalism is undermining democracy.
This paper aims to elucidate the structural factors and social alliances in the conflict between the Argentinean government and the organizations of the pampean farmers in the wake of the new export taxes on grains, a policy put into effect in March 2007 and canceled this year. On the one hand, the technological and productive changes (especially the convergence of transgenic soybeans and direct sowing), that exacerbate the economies of scale in the pampean agricultural sector. On the other hand, the predominance of big landowners and the increase of leasing amid small and medium landholders. The combination of both processes resulted in brand new alliances in a context of high grain prices in the international markets.
Economic changes in Cuba in recent years have produced a significant socio-spatial reorganization. Starting from a territorial organization based on a centrallly planned economy, the island begins to experience the spatial fragmentation linked to the asymmetrical regional insertion to the world market, and the state´s difficulties to balance those disparities. These circumstances decant in the urban centres and particularly in Havana. This city has become a dual space, with a dynamic north fueled by tourism and investments and a stagnant south, penalized by the reception of negative externalities and a growing deficit in public spending. This is a major challenge for the Cuban planners in the future.
In the 21st century, socialism needs to articulate common bases that allow for building theoretical referents. To construct a self-powered theoretical frame is not a contribution. It was the error of historical materialism that it ended up being an ahistorical idealism that assumed a future yet to come. To lay the foundations of scientific referents on socialism we need to define some common ground, although, socialism being a normative proposal, the task certainly becomes a difficult one. Trying to overcome the obstacles, we need a definition of whatever socialism is. To establish the values underlying what socialism in the 21st century will be is a pending issue. A clarifying exercise is to compare those values with the other great trends of the past century: liberalism, 20th century socialism, and neoliberalism. Socialism cannot be understood outside the historical circumstances that originated it, or outside the current processes that constitute it.
