La política vial desarrollada durante el periodo en cuestión, tenía entre sus finalidades: lograr la integración nacional a través de carreteras troncales que unieran los centros productores con los centros consumidores de exportación e importación, en el orden económico; pero que al mismo tiempo permitiera al gobierno, a través de las estructuras del Estado, controlar al país políticamente. Sin embargo, fallas estructurales de orden fundamentalmente técnico, social y económico, limitaran considerablemente la ejecución de dicha política.<hr/>Within the framework of the Decree of 24 June 1910 starts in Venezuela the first policy of road development in the 20th century, which runs until 1945. Road policy developed during the period in question, had among its goals: achieve national integration through trunk roads that join the producing centers with the consumer centres of export and import, in the economic order; but that at the same time allow the Government, through the structures of the State, controlling the country politically. However, structural failures of mainly technical, social and economic, considerably limit the implementation of the policy. <![CDATA[<b>Denuncias y reclamos interpuestos por el Imperio Alemán ante Venezuela por aparentes ilícitos cometidos contra sus naves de guerra a finales del siglo XIX</b>]]> http://ve.scielo.org/scielo.php?script=sci_arttext&pid=S1315-94962013000200003&lng=es&nrm=iso&tlng=es El propósito de investigación, radica en un asunto escasamente examinado por la historiografía nacional. El hilo conductor de la temática propuesta busca esclarecer los motivos que impulsaban un clima tenso en las relaciones diplomáticas de Alemania con Venezuela y que contradice toda la retórica basada en la permanente cordialidad y expedita entrega de listas, folletos y manuales de buques y navegantes para conocimiento del Estado venezolano. Contrariamente a lo que se pretendía con tanta retórica, se demostrará que desde el mismo gobierno del piloto Bismarck las relaciones diplomáticas entre el gobierno alemán y el venezolano se mantuvieron tensas por razones de facto más que de palabras, manifestándose en constantes denuncias y reclamos interpuestos por el Imperio por aparentes ilícitos cometidos contra sus naves de guerra a través de autoridades aduaneras y otras instituciones del Estado venezolano a finales del siglo XIX, además de bombardeos, abusos aduaneros, detenciones y apresamientos de algunas de sus naves de guerra.<hr/>The purpose of research, is a subject barely discussed national historiography. The common thread of the proposed theme seeks to clarify the reasons that drove a tense climate in Germany diplomatic relations with Venezuela and that contradicts all the rhetoric based on permanent cordiality and expeditious delivery of lists, brochures, and manuals of ships and sailors to knowledge of the Venezuelan State. Contrary to what was intended with so much rhetoric, will demonstrate that from the Government's pilot Bismarck between the German Government and the Venezuelan diplomatic relations remained strained for reasons de-facto rather than words, manifesting itself in constant complaints and claims lodged by the Empire by apparent illicit committed against their ships of war through customs authorities and other State institutions at the end of the 19th century Venezuelanas well as bombings, customs abuse, arrests and seizures of some of its warships. <![CDATA[<b>Latinoamérica vista desde el paradigma eurocéntrico</b>: <b>Un análisis de los textos escolares de historia universal</b>]]> http://ve.scielo.org/scielo.php?script=sci_arttext&pid=S1315-94962013000200004&lng=es&nrm=iso&tlng=es El objetivo de esta investigación es realizar un análisis historiográfico de los textos escolares de historia universal de octavo grado, con el fin develar los conceptos, paradigmas epistémicos e interpretaciones que se hacen sobre las sociedades latinoamericanas. La historia universal responde a una visión eurocéntrica en la cual Europa constituye el alfa y el omega de todo proceso histórico como único modelo civilizatorio de desarrollo válido para toda la humanidad. Por tanto no existe una cultura de otredad y de respeto hacia las distintas formas de organización sociocultural. De esta manera las sociedades latinoamericanas aparecen en la historia universal cuando entran en contacto con occidente, prevaleciendo la visión colonialista de América. Para la realización de esta investigación, se empleó el método histórico con sus operaciones básicas de análisis, síntesis, y la crítica histórica para señalar las debilidades a nivel historiográfico. De igual forma, se recurre a la utilización de la hermenéutica que permite la interpretación de los textos, y al método analógico-comparativo para determinar las similitudes y diferencias presentes en los manuales escolares. Se concluye como Latinoamérica es vista de forma despectiva, descontextualizada, se obvian gran parte de sus procesos por no estar relacionados con la historia occidental, por lo cual la enseñanza de la historia universal reproduce una estructura de pensamiento en la que Europa es el único modelo válido de sociedad y por tanto las sociedades latinoamericanas por su diferenciación juegan un papel pasivo, despreciativo y subordinado en el concierto mundial.<hr/>The objective of this research is to make a historiographical analyze about eight grade universal history textbooks, in order to reveal the concepts, epistemic paradigms and interpretations made about Latin American societies. Universal history is related to an eurocentric vision in which Europe is the alpha and omega of every historical process as the only valid model of civilization development for the humanity. Therefore there is no culture of otherness and respect to different cultural ways of organization. So, Latin American societies appear in universal history when contact with the West, prevailing the colonialist vision of America. To make this research, it was used the historical method with its basic operations of analysis, synthesis, and historical criticism to show the historiographical weaknesses. Likewise, it was used hermeneutics that allows the interpretation of texts, and the analog-comparative method to determine the similarities and differences found in textbooks. It is concluded how Latin America is seen contemptuously and decontextualized, are obviated many of its processes because they are not related to Western history, so the teaching of universal history plays a thought structure in which Europe is the only valid society model, so Latin American societies play a passive, contemptuous and subordinate rol in the world, because they are different. <![CDATA[<b>Historiador de oficio Federico Brito Figueroa</b>: <b>Memorias para comprender nuestra Historia</b>]]> http://ve.scielo.org/scielo.php?script=sci_arttext&pid=S1315-94962013000200005&lng=es&nrm=iso&tlng=es El ensayo se propone ofrecer al lector un testimonio de la trayectoria intelectual del historiador Federico Brito Figueroa, cultor de la historia militante y fiel exponente de los preceptos teóricos de Marc Bloch. Recurriendo a una prosa en estilo ligero, sin mayores formalidades, el autor intenta una aproximación a los conocimientos adquiridos de quien fue su Maestro en la comprensión de la Historia; sobre todo en conversaciones que mantuvieron en su casa y durante diversos viajes realizados en función de trabajo docente, parte de las cuales publicó en artículos de prensa con el título de “Conversaciones Tutoriales”.<hr/>The trial aims to give the reader a testimony of the intellectual history of the historian Federico Brito Figueroa, cultor of exponent militant and faithful history of the theoretical precepts of Marc Bloch. Resorting to a prose in light style, without greater formalities, the author tries to an approach to knowledge of who was his teacher in the understanding of the history; especially in conversations that kept at his home and during several trips depending on educational work, part of which published in press articles with the title of "Conversations tutorials". <![CDATA[<b>México en la segunda Guerra Mundial visto por la Diplomacia venezolana</b>]]> http://ve.scielo.org/scielo.php?script=sci_arttext&pid=S1315-94962013000200006&lng=es&nrm=iso&tlng=es Partiendo del análisis de una serie de documentos concernientes a las comunicaciones entre la llamada “Legación de Venezuela” en México y la Cancillería de Venezuela durante los años de la Segunda Guerra Mundial (1939-1945), se esbozará las estrategias en común para ambas naciones; como fue la política de seguridad de cada Estado, enmarcada dentro de la política de seguridad continental. México por su importancia geoestratégica; por el petróleo, por su cercanía con los Estados Unidos y por la natural defensa de su país ante la amenaza que podía representar el sabotaje económico y el espionaje, como consecuencia de la Segunda Guerra mundial; no solamente se limitó a salvaguardar su patrimonio y su soberanía, sino que también cooperó con otros países como fue el caso de Venezuela que se mantuvo atento ante las decisiones del gobierno mexicano, para buscar soluciones similares a sus problemas internacionales.<hr/>On the basis of the analysis of a series of documents concerning communications between the so-called "Legation of Venezuela" in Mexico and the Ministry of Foreign Affairs of Venezuela during the years of the second World War (1939-1945), will outline strategies in common to both countries; as it was the security policy of each State, framed within the continental security policy. Mexico for its geo-strategic importance; for oil, due to its proximity to the United States and by the natural defence of their country against the threat that could represent the economic sabotage and espionage, as a consequence of the second world war; not only limited to safeguard its heritage and its sovereignty, but it also cooperated with other countries as it was the case of Venezuela which remained attentive to the decisions of the Mexican Government, to search for solutions similar to their international problems. <![CDATA[<b>Tres ideas para una recristianización</b>]]> http://ve.scielo.org/scielo.php?script=sci_arttext&pid=S1315-94962013000200007&lng=es&nrm=iso&tlng=es Partiendo del análisis de una serie de documentos concernientes a las comunicaciones entre la llamada “Legación de Venezuela” en México y la Cancillería de Venezuela durante los años de la Segunda Guerra Mundial (1939-1945), se esbozará las estrategias en común para ambas naciones; como fue la política de seguridad de cada Estado, enmarcada dentro de la política de seguridad continental.
