In this article, a synthetic index titled Index of Childhood Deficiencies (ICD) is constructed that offers an approach to verifying access to a set of goods, services and key conditions that affect the well-being of children positively and testify to the fulfillment of their rights as set forth in the Convention on the Rights of the Child and in the National Constitution. The ICD is the result of adding 14 partial indicators in 7 dimensions, utilizing the analysis of main components as a weighting methodology. Results indicated that, in the national context, the country’s capital, Bogotá, is the territorial unit with the best performance in offering living conditions for children. It was also found that childhood deficiencies are concentrated in departments located on the Pacific (Cauca, Chocó, Nariño) and Atlantic Coasts (The Guajira, Magdalena, Córdoba, César, Sucre).
The objective of this paper is to describe some theoretical aspects related to the migration, trafficking and smuggling of people, particularly women. The study intends to explain the connections and disconnections among these social phenomena. Trafficking as well as smuggling forms a part of migratory processes, which may occur with or without the immigrant’s consent. When it occurs without a person’s consent or through coercion it is called immigrant trafficking; on the other hand, when the movement occurs with the complete consent of an individual in order to enter a country illegally, it is called smuggling. The main purpose behind both of these activities is the same: the commerce of sex workers, the exploitation of people who are forced to perform work under conditions of slavery, among other activities, a situation which, to a certain point is the same in the case of the migration phenomenon when it occurs with or without a person’s consent. Socio-Environmental Conflicts on the Periphery of Modernity: Notes for Intervention in Local Contexts http://ve.scielo.org/scielo.php?script=sci_arttext&pid=S1315-95182008000200004&lng=pt&nrm=iso&tlng=pt El presente artículo pretende aportar a la intervención en conflictos socioambientales manifiestos en Chile y en América Latina.
This paper proposes to contribute to intervention in socio-environmental conflicts that have occurred in Chile and Latin America. In its general structure, the proposal tries to state the empirical evidence, that is, the context and pressure regarding natural resources that end in conflicts, such as the current proposal for intervention to resolve socio-environmental conflicts. Later, the study introduces some theoretical suppositions from the Social Systems Theory of Niklas Luhmann that should be taken into account for the intervention, and which will help to clarify a possible kind of intervention that takes into account the form and type of operation of the society where the socio-environmental conflict occurs. Methodology for Prospective Scientific Technology in Higher Education for Countries of the Andrés Bello Agreement http://ve.scielo.org/scielo.php?script=sci_arttext&pid=S1315-95182008000200005&lng=pt&nrm=iso&tlng=pt Este artículo aporta ideas concretas sobre la prospectiva tecnológica que permita orientar las actividades de integración y extensión de las instituciones de educación superior latinoamericanas a partir de las experiencias existentes, pero también en función del nuevo proceso de transformación universitaria que hoy se adelanta en muchas de ellas.
This article contributes concrete ideas about the technological prospective that will make it possible to guide the integration and extension activities of Latin American higher education institutions starting from n existing experiences, but also in terms of a new university transformation process that is advancing today in many of these institutions. Some conceptual aspects are developed that are basic to being able to conceive a new university organizational structure from the viewpoint of integration and that takes into account the principal future tendencies of the technological prospective. Some qualitative results are presented as examples of a participative prospective exercise that permitted detecting technological tendencies that would influence university transformation in the future.
This article analyzes the contributions made by prospective planning for consolidating corporate knowledge networks in the autonomous public Venezuelan universities; it represents a result from a broader study developing a proposal for the effectiveness of these networks. The methodological triangulation model (MTM) was used, making it possible to combine qualitative and quantitative methods about the phenomenon under study; research was of a descriptive, non-experimental type. Conclusions state that the autonomous universities lack the development of prospective plans for the design and operation of knowledge networks supported by the use of information and communication technologies (ICTs), an aspect that limits the action of contributing to the systematization and socialization of knowledge generated in the national university environment, and therefore, of strengthening the competitiveness and interconnectedness of these universities with related sectors in a highly globalized society.
The objectives of this study are to determine favorable conditions for establishing socio-productive innovation networks (SPIN), as well as proposing their creation in the community of Peonías, in the Idelfonso Vázquez parish, municipality of Maracaibo, Zulia. The methodology was qualitative, exploratory, descriptive and documentary, based on a case study; it is also a propositional study. Documents about the aforementioned community were reviewed, official organisms were visited and a field investigation was conducted consisting of interviews with community leaders, inhabitants of the zone and representatives of some organisms. Results indicated that joint capital in Peonías is in an embryonic state of development. Conclusions are: 1) the constitution of SPIN in Peonías, within the endogenous development framework, must be sustained with proximity networks in the first instance, and secondly, with long distance networks. 2) It is important to fortify existing capacities and create new capacities in this community in order to forward endogenous development for the well-being and autonomy of this social group, which constitutes a natural, population, economic and cultural reservoir that has not been used and which has broad local, regional and national possibilities.
This article analyzes the behavior of the banking concentration index for placements (credits), deposits and equity from 1993 to 2004 and correlates banking concentration for credit, deposits and the number of universal and commercial banks with a financial intermediation index. To achieve these objectives, a Herfindahl-Hirshman concentration index was used, the quotient between total bank placements and total public deposits. The Pearson coefficient was used to make the correlations. Results showed that between 1993 and 2004, the concentration level of universal and commercial banks was moderate; the correlation between the number of banks and the concentration of placements, deposits and equity was low (in the negative) and with little significance; financial intermediation showed a low tendency from 1997 on. Conclusions were that the existence of a moderately concentrated market with low financial intermediation comes from what is attractive to many banks, investing in stocks, especially of a public nature, than performing placement operations for loans, the existence of financial innovations and the intervention of the Venezuelan State as a lender through banks and national funds.
This article proposes the franchise business as a viable alternative for channeling the informal labor problem in Venezuela. Based on a documentary-bibliographical analysis, applicability of the aforesaid model is shown in a reconversion process of informal economic activity in the country. To achieve this, articulation between different economic concepts has been considered: the conversion franchise model and the problem of the informal economy, a socio-economic scourge present in Venezuelan reality. The study allowed researchers to conclude that a reconversion model for informal economic activity would represent an alternative for transforming this activity in the country, proposing the formation of a SAME with financial and operational strengths and high levels of rationality, whose main activity would be carried out by other individuals in an informal manner; in this way a growth strategy is structured that absorbs the informal executors who, through public or private financing, solidify the formation of a micro company and the signing of a franchise-type contract with the SAME.
In the last decades, the health system in Venezuela has experienced a profound crisis evidenced in the problems of accessibility, coverage, quality and legitimacy facing the institutions that offer medical assistance services. In this context, new management modes arise, develop and are consolidated, focused on raising the efficacy, efficiency and effectiveness of the services within the framework of the decentralization, participation and democratization of health as State reform strategies, redefining roles and mechanisms for the design and execution of social policies and programs and the incorporation of new actors on the health scene. This study explores and identifies some of those new management modes for health services in Venezuela and concludes that municipalization in health, local health systems, foundations and small businesses constitute innovative experiences that could contribute to improving and strengthening the Venezuelan health system.
The main objective of this study was to analyze the attitudes of actors involved in the technological management process to make a University-Productive Sector connection viable. Research was based on ethnographic and hermeneutic-dialectic methods which allowed researchers to enter the dynamic of the subjects and areas of reality under study. Informants were selected according to the links and connections existing between productive sector and university actors who are closely connected to the technological management process, specifically, the Empresarial Chamber for the Industrial Zone in Maracaibo (CEZIMAR) and the Income Company from the School of Agronomy (RENTAGRO). Conclusions were that divergent or contradictory attitudes exist among the sectors under study; to reach these conclusions, an attitudinal profile will be designed for the actors involved in the negotiation process for technological management to make the University-Productive Sector connection viable.
The purpose of this article is to describe the connective modalities appearing between the Centers and Research Institute in the School of Social and Economic Sciences at the University of Zulia in order to propose strategies for developing these modalities. The research was supported theoretically by the authors Solleiro (1990-1999), Fernández (1997), and Serna (2002). Methodology was of a descriptive, non-experimental, transectional field design. The instrument used was a mixed questionnaire applied to fifty (50) researchers; the stability coefficient was 89.8% reliability. Results revealed that among the dependencies, modes of connection do not exist; they are limited only to the diffusion of results. There are no joint training programs or solution to regional problems; contacts among researchers are personal. These results suggest proposing strategies for developing modalities from the centers and research institutes toward the authorities, with other centers in the School, personal connection modalities with researchers from other centers and a corresponding plan for execution.
The purpose of this article is to expound theoretically regarding ethics and their importance in the public accountant’s education; likewise, it seeks to know and describe the opinion assumed by public accounting students in the School of Economic and Social Sciences (FCES) at the University of Zulia (LUZ). Methodology consisted of a bibliographical review corresponding to the aforementioned theme, including diverse documents issued by FCES-LUZ, supported by the application of a self-administered questionnaire with open and closed questions applied to a random sample of students in the second academic period, 2005. It was found that the students have vague knowledge about the terms ethics, morals and values; likewise, they do not know the values they should practice according to the curricular plan and the code of ethics that governs their profession. Conclusions were that the institution has not been effective in the ethical education of its students, and various corrective actions should be taken to implement a transversal values education system.
Goals pursued in this working paper include a synthetic and reflexive study about the historical evolution of the concept of marketing, identifying the most important contributions and their respective promoters. For this study, three clearly differentiated periods have been identified: the pre-conceptual period (1900-1959), the formal conceptualization period (1960-1989) and the current period of marketing concept (1990 - 2005). The topic is covered from the first “baby steps” of marketing as a discipline more oriented focused on the economy, passing through the significant contributions and birth of a genuine scientific community led by the American Marketing Association, examining the influence of the famous ICTs (Information and Communication Technologies) on a concept called e-marketing and on the other hand, the concept of holistic marketing.
