Esta realidad se demuestra en el contexto de una importante zona metropolitana de México, y de ahí se desprenden propuestas para implementar políticas públicas desde la visión de la no precariedad. Esto con el fin de contribuir a la solución o disminución de la problemática del sector informal.<hr/>Contradicting the predominating explanations about precariousness in the informal sector, this article describes and examines some research that shows the presence of strata of benefited workers working in this sector. This reality is demonstrated in the context of an important metropolitan zone in Mexico. Proposals follow for implementing public policies from the viewpoint of non-precariousness in order to contribute to the solution or decrease of the problem of the informal sector. <![CDATA[<b>The General Elections of 9 March 2008 in Spain</b>: <b>What Factors Determined the Victory of the Spanish Socialist Workers’ Party in Catalonia?</b>]]> http://ve.scielo.org/scielo.php?script=sci_arttext&pid=S1315-95182009000200003&lng=pt&nrm=iso&tlng=pt En este artículo analizamos en qué factores se ha cimentado la victoria del Partido Socialista Obrero Español (PSOE) en Cataluña, comunidad autonómica que ha sido clave para el triunfo de este partido en las elecciones generales de 9 de marzo de 2008. Para ello, hemos centrado nuestro estudio en la abstención, la transferencia de votos entre partidos, el descenso electoral de las demás fuerzas políticas con representación en Cataluña, y el aumento de votos que ha experimentado el partido socialista. Tomando como base para realizar este análisis los resultados electorales de las distintas elecciones generales al Congreso de los Diputados que facilita en su web el Ministerio de Interior de España. De esta manera, podemos concluir si ha existido algún factor que haya sido determinante para explicar el triunfo socialistas, o si éste ha respondido a varios factores, como sostenemos en nuestra hipótesis de partida.<hr/>This paper analyzes the factors that provoked the electoral victory of the Spanish Socialist Workers Party (Partido Socialista Obrero Español, PSOE) in Catalonia, an autonomous community that has been key to the triumph of this party in the general elections of 9 March, 2009. The study is centered on electoral abstention, the transfer of votes among parties, the electoral decline of the other political forces represented in Catalonia and the increase of votes experienced by the Socialist Party, based on the analysis of election results from the different general elections of Deputies to Congress facilitated by the web page of the Spanish Ministry of the Interior. Therefore, conclusions could be made as to whether some determining factor existed to explain the socialist victory or if the victory was due to several factors, as the authors sustain in their party hypothesis. <![CDATA[<b>Socio-Economic, Family and Environmental Characteristics of Obese Children in the Antimano Parish, Caracas</b>]]> http://ve.scielo.org/scielo.php?script=sci_arttext&pid=S1315-95182009000200004&lng=pt&nrm=iso&tlng=pt El objetivo del Artículo es caracterizar a las familias de niños obesos con métodos cuantitativo y cualitativo a fin de facilitar la intervención. El estudio fue transversal descriptivo - retrospectivo de familias de niños obesos atendidos en CANIA (1997 - 2000), Antímano - Caracas. Se estudiaron los datos socioeconómicos de 295 familias, utilizándose la distribución de frecuencia y la media para analizarlos mediante el programa SPSS 9.0 y se evaluó la dinámica familiar en dos casos, aplicándose la entrevista en profundidad en el hogar. La mayoría de las familias con niños obesos son pobres (Línea de pobreza y Graffar modificado), presentan diferente tipología y composición; sus integrantes se relacionan más con el paciente obeso; generalmente las conforman padres obreros con nueve años de escolaridad; destinan 70% del presupuesto a la alimentación y ésta última es influenciada por el jefe de familia; su comportamiento alimentario reflejó aspectos culturales y económicos; conocen las causas e implicaciones de la obesidad pero no la aceptan como problema; priorizan en salud, solo cuando aparecen enfermedades crónicas no trasmisibles; consideran a los factores externos limitantes para el cumplimiento del tratamiento nutricional. Se concluye que el conocimiento de las características socioeconómicas, familiares y ambientales del niño obeso, potencia la atención social e integral.<hr/>The objective of the article is to characterize the families of obese children using quantitative and qualitative methods in order to facilitate intervention. The study was of a transversal descriptive-retrospective nature for families with obese children taken care of at CANIA (1997 - 2000), Antímano, Caracas. Socio-economic data for 295 families was studied utilizing frequency distribution and the mean for analyzing them with the program SPSS 9.0, and the family dynamic was evaluated in two cases, applying in-depth interviews in the home. The majority of families with obese children are poor (poverty line and Graffar modified); they present different typology and composition; their members relate more to the obese patient; generally, they are made up of worker parents with nine years of schooling; 70% of their budget is devoted to food and the latter is influenced by the head of the family; food-related behavior reflected cultural and economic aspects; they know the causes and implications of obesity but do not accept it as a problem; they give health priority only when chronic, non-transmittable diseases appear; they consider external factors limiting in terms of complying with nutritional treatment. Conclusions are that knowledge of socio-economic, family and environmental characteristics of the obese child empower social and integral care. <![CDATA[<b>ocial classes in the Olegario Villalobos Parish, Municipality of Maracaibo</b>]]> http://ve.scielo.org/scielo.php?script=sci_arttext&pid=S1315-95182009000200005&lng=pt&nrm=iso&tlng=pt En este artículo se exponen los resultados de un estudio sobre clases sociales efectuado en la parroquia Olegario Villalobos del Municipio Maracaibo del Estado Zulia, Venezuela, en el año 2006, que forma parte de un proyecto de investigación más amplio denominado: “Clasificación Social de las Parroquias del Municipio Maracaibo del Estado Zulia***. Así mismo, presenta los aspectos metodológicos desarrollados en un proceso de clasificación social que combina las concepciones marxista y funcionalista, mediante la operacionalización de la variable clase social en dos dimensiones, a saber: clase-categoría y clase- situación. La mayor utilidad de este trabajo se encuentra en el aporte que puede representar para diferenciar clases sociales en espacios político-territoriales pequeños, en los cuales no están presentes factores de orden social más global como el poder político y la acumulación de riqueza en ciclos productivos de gran escala. Los resultados obtenidos muestran la existencia de cuatro (4) clases sociales en la Parroquia Olegario Villalobos: “Los pequeños propietarios”, “La clase del diploma”, “La modesta clase media” y “La clase subempleada”.<hr/>This article reports the results of a study carried out regarding social classes in the Olegario Villalobos parish of the Maracaibo municipality, State of Zulia, in 2006, which is part of a much broader research project titled: Social classification of the Parishes in the Maracaibo Municipality of the State of Zulia. The article also presents the methodological aspects involved in the social classification process that combines Marxist and functionalist concepts, by operationalizing the social class variable in two dimensions: class-category and class-situation. The greatest utility of this work is the contribution of differentiating social classes in small political-territorial spaces, where factors of a more global social order, such as political power and the accumulation of wealth in large-scale productive cycles, are not present. Results show four (4) social classes in the Olegario Villalobos Parish: I “The small proprietors”; Social Class II, “The diploma class”; III, “The modest middle class”; and IV, “The Underemployed Class.” <![CDATA[<b>An Approach to the Labor Hysteresis Phenomenon in Venezuela (1965-2003)</b>]]> http://ve.scielo.org/scielo.php?script=sci_arttext&pid=S1315-95182009000200006&lng=pt&nrm=iso&tlng=pt En el presente artículo se le da un tratamiento explicativo al ritmo creciente en la tasa de desempleo observado en Venezuela desde los años ochenta hasta el año 2003. A tal efecto, se propone determinar el registro de histéresis laboral, considerando una data larga comprensiva del período 1965-2003. En consecuencia, se realizó primeramente una revisión teórica que permitiese delimitar el concepto operativo de histéresis, articulado a la propuesta explicativa de endogeneización de perturbaciones recurrentes en el nivel de actividad por parte de la trayectoria de la tasa de desempleo. Considerando, a tal efecto, el impacto de la dinámica de la renta petrolera en el anterior registro de perturbaciones, propio de la economía venezolana. En segundo lugar, se procedió a la verificación empírica de la hipótesis de histéresis. Para ello, fueron llevadas a cabo pruebas de raíces unitarias cuyos resultados aportaron evidencias a favor del referido registro en el período considerado. Tanto las derivaciones del test de raíces unitarias de Phillips-Perron, como el test de Dickey-Fuller sugieren que la serie histórica de la variable desempleo sigue un proceso de caminata aleatoria; por lo que, la trayectoria de tal variable presenta una memoria larga. En otras palabras, la conducta trepante de los valores de la tasa de desempleo, asociables a perturbaciones recurrentes del PIB, no se disipa en el período considerado. Mostrando más bien, para los años comprendidos en el estudio, una conducta sin retorno de los valores de la variable considerada.<hr/>This article explains the increasing rhythm in the unemployment rate observed in Venezuela from the 1980s to 2003. To achieve this, it proposes determining the labor hysteresis record, considering long-term, comprehensive data from the 1965-2003 period. First, a theoretical review was made that permits defining the operative concept of hysteresis, connected with the explicative proposal for endogenizing recurrent disturbances in the activity level of the unemployment rate trajectory, considering, for this purpose, the impact of the dynamic of petroleum income on the previous disturbance record of the Venezuelan economy. Secondly, the study proceeded to empirically verify the hysteresis hypothesis. For this, unit root tests were performed whose results contributed evidence in favor of the aforementioned record for the period under consideration. Derivations from both the Phillips-Perron unitary root test as well as the Dickey-Fuller test suggest that the historical series of unemployment variables follows a process of random progress due to which the trajectory of this variable presents a long memory. In other words, the climbing behavior of unemployment rate values, associable with recurrent disturbances in the GDP, does not dissipate during the period under consideration, showing rather a conduct without return for the values of the variable under consideration. <![CDATA[<b>Tendencies in the Quality of Life in Countries with Mineral Dependence</b>]]> http://ve.scielo.org/scielo.php?script=sci_arttext&pid=S1315-95182009000200007&lng=pt&nrm=iso&tlng=pt El presente trabajo tiene como objetivo describir tendencias a partir de algunos indicadores de calidad de vida en el conjunto de países de dependencia mineral. A partir de gráficos Box-Plot e índices de correlación, se procedió a la descripción de tendencias estadísticas para realizar precisiones en torno a la calidad de vida -analizada a través del índice de desarrollo humano [ÍDH] y componentes- y variables económicas [exportaciones minerales como porcentaje del total de exportaciones y del producto interno bruto] y demográficas [fecundidad, mortalidad infantil]. Aunque no se precisó alguna correlación estadística entre el porcentaje de exportaciones minerales como parte del PIB con el ÍDH o alguno de sus componentes, se encontró relación significativa con el porcentaje como parte del total de exportaciones aunque -en su relación con el IDH y con el índice de logro educativo- sólo había relaciones inversas de carácter leve. En relación con las variables demográficas, sólo se encontró relaciones leves entre el porcentaje de exportaciones minerales sobre exportaciones totales con la tasa de fecundidad total y la tasa de mortalidad infantil, sin que se haya encontrado alguna significatividad en la tasa de mortalidad de niños menores de 5 años. Se precisó que, aunque la mayor parte de los países con dependencia mineral poseen valores ÍDH medio, los valores reflejan fuertes diferencias regionales, distribuciones asimétricas positivas matizadas en lo referente a las exportaciones minerales y dispersión desigual de los valores ÍDH, siendo mayor entre los países de alta dependencia mineral.<hr/>The objective of this study is to describe tendencies based on some quality of life indicators in the group of countries with mineral dependence. Starting with Box-Plot Graphics and correlation indexes, the work proceeded to described statistical tendencies in order to perform precise evaluations about the quality of life, analyzed through the human development index, (HDI) and economic components and variables [mineral exportations as a total percentage of exportations and of the gross domestic product] and demographic indicators [fecundity, infantile mortality]. Even though no statistical correlation was specified between the percentage of mineral exportations as part of the GDP with the HDI or some of its components, a significant relationship was found between the percentage as a part of total exportations even though, in its relationship with the HDI and with the index of educational achievement, only slight inverse relationships were found. In regard to the demographic variables, only slight relationships were found between the percentage of mineral exportations over total exportations with the total fecundity rate and the infantile mortality rate, without finding any significance in the mortality rate of children below 5 years of age. It was specified that, even though most of the countries with mineral dependence have medium HDI values, the values reflect strong regional differences, positive, qualified, asymmetrical distributions in reference to mineral exportations and the unequal dispersion of the HDI values, where this is greater among countries with a high dependence on minerals. <![CDATA[<b>An Approach for the Design of Knowledge Net</b>: <b>Intra and Extra Universitary </b>]]> http://ve.scielo.org/scielo.php?script=sci_arttext&pid=S1315-95182009000200008&lng=pt&nrm=iso&tlng=pt Este artículo presenta una aproximación teórica y práctica sobre los aspectos a considerar para la creación de un modelo de red de conocimiento, para el Núcleo Punto Fijo de la Universidad del Zulia (LUZ), soportada bajo un modelo de comunicación basado en Internet, para enlazar no solo las dependencias intra universitarias sino también a las comunidades, el sector empresarial y el Estado. La investigación permite concluir que para dar operatividad a la Red, es necesario la creación de una Unidad de Gestión del Conocimiento (UGC), para la cual se debe definir su visión, misión, objetivos y perfil del líder, realizar un análisis situacional y establecer estrategias para su incorporación, así como también contar con una plataforma física y tecnológica, como base para el soporte de los procesos de planeación, programación, evaluación y control administrativo de la Red como una estructura de tipo hipertexto.<hr/>This article presents a theoretical and practical approximation of the aspects to be considered for the creation of a knowledge network model for the Faculty of Punto Fijo of the University of Zulia, which is supported by a communication model based on internet. This device is used to communicate with intra university departments and with the community, the business sector and the government. The investigation allows concluding that to give operability to the network, it is necessary to create a knowledge management unit, for which vision, mission, objectives and leader profile, situation analysis, and incorporation strategy establishment must be defined. Likewise, a physical and technological platform is needed as a basis for the support of planning, programming, evaluation and administrative network control as a hypertext structure processes. <![CDATA[<b>Perception and Expectations Regarding the Corporate Image of Drug Companies in the Health Sector</b>]]> http://ve.scielo.org/scielo.php?script=sci_arttext&pid=S1315-95182009000200009&lng=pt&nrm=iso&tlng=pt El estudio se dirigió a determinar la imagen corporativa de las droguerías del sector salud en el Municipio Maracaibo, basadas en la percepción y expectativas por parte de los clientes externos. El tipo de investigación fue descriptivo, con diseño no experimental transeccional descriptivo. La población estuvo compuesta por los clientes externos de las droguerías. Los datos fueron recabados con un cuestionario, con una confiabilidad por el método de estabilidad y equivalencia de 095. Los mismos fueron analizados con estadísticas descriptivas. Entre las conclusiones obtenidas en cuanto a la percepción, se consideran en forma ajustada la calidad, precio, variedad, diseño y marcas de los productos y servicios, pero es mejorable. Califican de forma favorable las expectativas de los mercados objetivos, pero se pueden optimizar las mismas de eficacia y resultado.<hr/>The study was directed toward determining the corporate image of drug companies in the health sector in the Municipality of Maracaibo, based on the perceptions and expectations of external clients. The research was of a descriptive type with a non-experimental, trans-sectional descriptive design. The population consisted of the drug companies’ external clients. Data was collected via a questionnaire with a reliability of 095, using the stability and equivalence method; questionnaires were analyzed with descriptive statistics. Among the conclusions obtained in terms of the perception, the quality, price, variety, design and brand of the products and services were considered, but they can be improved. The expectations of market objectives qualify in a favorable manner, but they can be optimized in terms of effectiveness and results. <![CDATA[<b>Impacto de la gestión tecnológica en el medio ambiente</b>]]> http://ve.scielo.org/scielo.php?script=sci_arttext&pid=S1315-95182009000200010&lng=pt&nrm=iso&tlng=pt El presente artículo tiene como objetivo exponer algunas consideraciones y reflexiones acerca del impacto de las innovaciones tecnológicas y lo que generan al medio ambiente y a sus actividades. La metodología utilizada se basó en un levantamiento bibliográfico, mediante análisis comparativo de lecturas, se obtuvieron las ideas insertas en este documento, denotando que este es de carácter general y no particular, por cuanto intentamos contrastar tecnología y medioambiente. Como conclusión se tiene que un proceso de desarrollo se caracteriza por el cambio de las estructuras sociales y movilidad hacia arriba de los individuos y este se logra por medio de mejoras, como la adquisición de mayor cualificación al capital intelectual, de las instituciones y de los procesos de producción de un país. La naturaleza de una sociedad esta determinada por la clase de actividad tecnológica predominante, en este sentido, las sociedades del futuro se basaran en actividades económicas de mayor contenido tecnológico.<hr/>The objective of this article is to explain some considerations and reflections about the impact of technological innovations and what they generate for the environment and its activities. Environment has been conceived as one of the factors tied to survival; this factor delimits enterprise functions in terms of resource productivity and its implementation in obtaining goods and services. Constant improvement of environmental protection supposes not only a challenge the companies must confront, but a need that obliges a search to continue new organizational systems, new processes and new applied technologies in order to obtain the maximum quality and effectiveness level in the enterprise strategy, diminishing impact on the ecosystem. Methodology was based on a bibliographic report; using comparative analyses of readings, the ideas inserted in this document were obtained, noting that it is of a general and non-particular character, due to which, the study tried to contrast technology and environment. Conclusions were that a development process is characterized by change in social structures and upward mobility for individuals and this is achieved through improvements, such as acquiring better qualification for intellectual capital, institutions and production processes in a country. The nature of a society is determined by the predominating type of technological activity; in this sense, societies of the future will be based on economic activities with greater technological content. <![CDATA[<b>The Oral Source in the Reconstruction of Historical Memory</b>: <b>its Contribution to the Documentary “Memoirs of Oil-Producing Zulia</b>]]> http://ve.scielo.org/scielo.php?script=sci_arttext&pid=S1315-95182009000200011&lng=pt&nrm=iso&tlng=pt La historia debe incorporar el recuerdo en los procesos de rememorización del pasado como una fuente valiosa para la transmisión y preservación de la memoria colectiva y utilizar los testimonios orales en la elaboración de discursos históricos distintos a los escritos. Esto es lo que pretende el documental videográfico “Memorias del Zulia petrolero” propuesta que estudia el impacto del petróleo en este espacio geohistórico durante las primeras décadas del siglo veinte, integrando fuentes iconográficas de todo tipo, incluidas la voz y la imagen de actores sociales vinculados a ese proceso. Mediante la técnica de la entrevista grabada en video se rescata el testimonio oral como fuente para la producción de conocimiento histórico y se busca acercar la historia a los hombres y mujeres comunes, darle rostro a la palabra que ha estado silenciada o ausente en muchas investigaciones históricas. En este artículo se presenta una reflexión acerca del uso de la oralidad en los estudios históricos, el aporte del registro audiovisual en la construcción de la fuente testimonial y los aspectos metodológicos de la experiencia de trabajo llevada a cabo en Cabimas, Lagunillas, Mene Grande y Maracaibo para el documental histórico “Memorias del Zulia petrolero”.<hr/>History must include memoirs in processes of re-memorizing the past as valuable sources for transmitting and preserving collective memory and using oral testimonies to elaborate historical discourses different from the written ones. This is the purpose of the video documentary: “Memoirs of Oil-Producing Zulia.” This proposal studies the impact of oil on this geo-historical space during the first decades of the XXth century, integrating iconographic sources of all kinds, including the voices and images of social actors linked to that process. Using the video recording of interviews, oral testimony was recovered as a source for producing historical knowledge; it seeks to approach history through ordinary men and women and give a face to the word that has been silenced or absent in many historical investigations. This article presents a reflection about oral usage in historical studies and explains some methodological aspects about the work experience carried out in Cabimas, Lagunillas, Mene Grande and Maracaibo for the historical documentary “Memoirs of Oil-Producing Zulia”. <![CDATA[<b>The Catholic Church in the State of Zulia and the Venezuelan Coup D’état of 1948</b>]]> http://ve.scielo.org/scielo.php?script=sci_arttext&pid=S1315-95182009000200012&lng=pt&nrm=iso&tlng=pt Se presenta una aproximación al discurso político-religioso de la jerarquía eclesiástica de la Diócesis del Zulia en relación con el golpe de Estado acaecido en Venezuela el 24 de noviembre de 1948, según las editoriales del diario “La Columna”. Se encuentra que la línea editorial de este diario a finales del trienio 1945-1948 demuestra una fuerte oposición de la jerarquía eclesiástica del Zulia al gobierno del trienio acciondemocratista, al cual trató de desprestigiar con la difusión de un discurso negativo acerca de la acción del gobierno en los ámbitos social, moral y educativo, fundamentado en una concepción del partido de gobierno como un brazo del comunismo internacional. Una vez consumado el derrocamiento del presidente Rómulo Gallegos, los editores del diario “La Columna” difunden un discurso legitimador del Golpe de Estado del 24 de Noviembre, asociando al derrocado gobierno con el caos, la inmoralidad, la corrupción y la incapacidad para gobernar, y a las Fuerzas Armadas con el retorno de la moral, con la paz, la seguridad y el bienestar de la familia venezolana.<hr/>This study presents an approach to the political-religious discourse of the ecclesiastical hierarchy at the Diocese of Zulia, Venezuela, in relation to the Venezuelan coup d’État of November 24th, 1948, according to editorials in the newspaper, « La Columna ». It was found that the editorial line of this newspaper at the end of the 1945-1948 period, demonstrates strong opposition by the ecclesiastical hierarchy in the State of Zulia to the three-year government of the Acción Democrática party, which tries to discredit it by disseminating negative discourse regarding government action in the social, moral and educational spheres, based on a concept of the governmental party as an arm of international communism. Once President Rómulo Gallegos had been overthrown, the editors of “La Columna” granted unconditional support to the military junta governing the country, spreading a legitimizing discourse for the Coup d’État, associating the overthrown government with chaos, immorality, corruption and the incapacity to govern, and the Armed Forces with the return of morality, peace, security and well-being for the Venezuelan family. <![CDATA[<b>Gender as a Tool for Historiographic Analysis</b>: <b>The Role of Women in the Constitutional Process of 1947 </b>]]> http://ve.scielo.org/scielo.php?script=sci_arttext&pid=S1315-95182009000200013&lng=pt&nrm=iso&tlng=pt En el presente artículo pretendemos establecer cómo el género es una herramienta teórica-metodológica de análisis historiográfico en cuanto a la participación política y social de la mujer venezolana en la época contemporánea. La interacción mujer-hombre implica un constante proceso de construcción socio/genérica, donde los logros históricos femeninos (como el voto de la mujer en 1947) no encuentran eco en una “Venezuela construida por los hombres” según las protagonistas de 1940-1950. Sanoja expresa “nos miran siempre como algo doméstico”, desde la perspectiva patriarcal, esta oración resta importancia a la trayectoria insigne de la mujer dentro de los anales políticos nacionales, y desvirtúa la ruptura epistemológica que significa el hecho de reconocer los verdaderos rasgos identitarios forjados por nosotras (os) durante ese momento histórico.<hr/>This article intends to set forth how gender is a theoretical-methodological tool for historiographic analysis in terms of the political and social participation of Venezuelan woman during the contemporary period. Female-male interaction implies a constant process of social and gender-related construction, where feminine historical achievements (such as the vote for women in 1947) do not find an echo in a “Venezuela built by men,” according to the female protagonists of 1940-1950. Lo que está en juego no es sólo el bienestar individual y colectivo, sino el porvenir de la civilización y la perennidad de la raza humana, ya que una persona consciente puede alcanzar grandes logros e impactar en el bienestar de los demás gracias a un humanismo verdadero. The great pedagogues and philosophers are remembered as ingenuous idealists who are not worth listening to and few people think about the possibility that they have really offered keys for the growth of our society. What is at stake is not only individual and collective well-being, but the future of the civilization and the continuity of the human race, since a conscious person can reach great achievements and impact the well-being of the others thanks to a true humanism, whereas a mediocre person can detain his own development and that of society if he does not channel his efforts well. That is why education must be considered as a strategic action for undertaking any elevated goal that is worthy of being reached, whether through an ethical-spiritual curriculum or through a process of systematic innovation in the current curriculum.
