The following essay begins with recognizing how important the expansion of Science and Technology is for the vitality of nations. This is an indicator that defines whether we are discussing a developed country or an underdeveloped one. Nevertheless, countries that have achieved development did so through a process that embraced a large extent of protectionism and deliberate State intervention. State participation cannot, of course, be absent or diminished in these processes, especially in underdeveloped countries. In Latin America, a large part of the technical and financial responsibility of Research and Development is assumed by the State. Local private capital, in general terms, does not have this tradition (of investing in Science and Tecnology). However, the context in which Latin America is now entering, where it aims to strengthen its Science and Technology, includes a great contradiction insofar as the present context demands a reduction in the role of the State. This is where my research comes in, taking Chile as an example that demonstrates a historical support of Research and Development and where, at the same time, the application of neoliberal policies is being consolidated. The main hypothesis of this paper is that achieving development in an environment of economic liberalization, or a neoliberal environment, is practically impossible, even when Science and Technology is encouraged. Perception of Providers of "Chilecompra" Electronic System in the Xth.
The incorporation of technology to the governmental activity has changed the relationship of the government with its citizens. The implementation of systems based upon Internet technology to make public labour more efficient, leads society towards a process of constant adaptation to these new tendencies. That is how the Chilean government has implemented many systems to pursue its functions. One of them id the Systems of Public Sales, known as "Chilecompra", an electronic platform that congregates many good and services’ demands of the public sector and sales to providers. To know the perception of the providers, regarding this new modality of commercial relationship, is the main purpose of this paper. Thus, we expose general antecedents of the system of sales and it synthesizes the perceptions of the providers regarding its functioning, after a year of the execution of the Scholarship Law about Administrative Contracts of the Providing Office and Service Presentation # 19886, better known as Public Sales Law. These perceptions were caught through the application of an electronic survey, whose results allow to exhibit the degree of satisfaction that these actors manifest regarding the implementation of the Electronic System in the region, which contributes to decision making of the respective authorities linked to the issue, and to lay the foundations for ulterior investigations in this issue and others related.
Technologies of information and communication (TIC) include different sectors of society, from production, economy, science and culture up to education. Several countries of the world have incorporated TIC into high education, involving the ideas of globalization and word wide spreading of knowledge, creating new ways of teaching and learning everyday. The purpose of this investigation was to determine previous knowledge that a group of teachers of 9th grade of basic education, in the area of physics, had about TIC, applicable to the proccess of learningteaching in this subject, to offer a program of training and updating. The methodology used in this case permitted to give this group of teachers a serie of workshops and assessment about the use of internet and educative software for the teaching of physics, in order to apply these resources as an impacting tool to tackle some topics of this subject during their daily work. The effectiveness of these teachers´ formations was measured through their students, determining their impressions and acceptance of the use of technologies as a part of the educative transformation in our time. These students showed great interest in the study of some topics of physics using these resources, allowing the creation of motivating and challenging educative environments for the construction of knowledge.
The scientific culture of the researcher (his readings, his time and social scene conditions) operates determining the relation thought/language, which means that the position adopted in face of knowledge in social sciences will guide his methodological search. As a result of the research actions I undertook on the nature of task instructions in language teaching, there come forth several relations between social representations of teachers and their acting out in language considering the teaching task. The socio-discursive interactionist approach understands that action is the analytic unity which is materialized in texts, whose morpho-genetic component is the linguistic sign. By taking the analysis of teachers’ interviews and the registred concrete teaching actions it can be noticed how social representations prefigure the practical actions, anticipating the effective carrying out of some of them and excluding others. The analysis of task instructions as intra-mental-actions which arise as text-productions done by pupils, shows the intermental or interpsychological process, held between the teacher and his students, as an epistemological process of Language Didactics. So far border crossings of disciplines will enable us to focus on new knowledge objects, there will arise new methodologies to be validated; this would be an open way for semiotics and semiology.
