Abstract The present article analyzes the scope and projection of ethics and values in the teaching-learning process of higher education at the University of Zulia, from the viewpoint of high-level university management. The methodology followed was a confrontation between research of a documentary character and the application of an instrument using interviews of four ex-rectors at the University of Zulia as representatives of high-level university management. Results referred to the ethical imperative that the University of Zulia needs to facilitate spaces, foster environments, contribute instruments, promote discussions and debate so that each person is educated, creates his or her own values and develops as an ethical subject contributing to a process of teaching-learning with a sense of responsibility, participation, commitment and innovation, combining affective, behavioral and cognitive aspects
