Abstract

CAMBA, Nelson; DE PELEKAIS, Cira  and  GOVEA DE GUERRERO, María. Management in Relation to the Crisis In Traditional Personnel Management. Frónesis [online]. 2003, vol.10, n.2, pp.30-48. ISSN 1315-6268.

The purpose of this study is to analyze the normative regime that regulates the public function in Venezuela, as well as its incidence in personnel management when faced with the crisis in traditional administrative orders. Research is undertaken to identify the principal characteristics of the various normative instruments that regulate the administrative system and the public function in Venezuelan organizations. The characteristics that define transformation processes within this paradigm in traditional administrative orders are explained and new management formulas, capable of optimizing public management within public Venezuelan organisms, are formulated in relation to the requirements demanded by the crisis in traditional administrative thought. The paper demonstrates that there is a regulatory norm in Venezuela that orients all of the administrative processes in the area of personnel and which varies between the rigidity characterized by the juridic nature of the area, and the flexibility required by the present administrative situation in which organizations exist.

Keywords : Venezuelan reglamentation; public function; personnel management; traditional administration.
