The objectives of this article are to describe the active financial instruments utilized by the Peoples Bank, to identify coverage of the loans approved, and to identify the distribution of the approved financing in the micro-business sector of the economy in Zulia State over the period 2000-2003.  The conclusion is that the Peoples Bank is a valid instrument for the demand sector for creditors that cannot access traditional financing.  Hopwever, in order to correct the geographical concentration  of the commercial sector, it is important to continue this service and not to discriminate  for racial or political  reazons  in relation to the use of these resources. There should be equal treatment and social equity, and the institution should be financially viable.
