The objective of this paper is to make a comparative analysis between different theoretical-practical approaches to the evaluation of social programs, for the purpose of identifying the evaluation criteria of each author and their main characteristics. Based on the description and analysis of the approaches, substantial differences were established between the two theoretical positions studied. The first one unterstands the process of evaluation as a stage in the planning of the social programs, and the second one, as a continuous and permanent process inherent to the development of the programs. Finally the main areas of coincidence and differentiation are established between the approaches selected.The conclusion is that the alternative focus includes the participation of the actors on a permanent basis.
