Por tratarse de un ejecicio normativo, se procura comprender los largos procesos históricos del origen y evolución de la corrupción en el orden político y describir los diferentes lenguajes en los que ha sido pensada. Desde este punto de vista, la corrupción forma parte, esencialmente, de la vida institucional, por lo que no puede ser erradicada sino a partir de principios éticos y morales.<hr/>This article is a normative exercise on the problem of political corruption and its effects in the context of social order. Since it is a normative exercise, it attempts to comprehend long historical processes of the origin and evolution of corruption in the political order, and to describe the different languages in which it has been meditated upon. From this point of view, corruption is essentially part of institutional life, and for this reason cannot be eradicated unless this eradication is based on ethical and moral principles. <![CDATA[<b>Sujeto moderno y naturaleza en el último Nietzsche</b>]]> http://ve.scielo.org/scielo.php?script=sci_arttext&pid=S1315-52162006000300004&lng=es&nrm=iso&tlng=es Desde sus primeros escritos, Nietzsche asumió una posición crítica hacia el sujeto moderno. Criticó su separación y enfrentamiento con la naturaleza y su soledad. En sus últimos escritos, profundizó su crítica. Tachó al sujeto moderno de heredero del hombre judío y cristiano, producido por el resentimiento y odio de la clase sacerdotal hacia la naturaleza y el cuerpo. La naturaleza lo es todo, para Nietzsche, y, fuera de ella, no existe nada. El idealismo, origen de toda negación y rechazo hacia todo lo natural y real, impregna todo el pensamiento occidental desde Platón, incluido el moderno de cuyo entorno nace el sujeto, reducido a pensamiento, a razón pura. De ahí que el sujeto moderno, como noúmeno o razón pura, sea, para Nietzsche, una idea ficticia transformada por obra de la mente humana en la máxima realidad de la modernidad. La naturaleza queda, de esa forma, despreciada y minimizada axiológica y onto-lógicamente. Su modelo de hombre será, por el contrario, aquél que diga sí a la naturaleza y a la vida, y acepte serenamente el amor fati o el destino.<hr/>From his early writings, Nietzsche took a critical position regarding modern beings. He criticized their loneliness, their separation and opposition to nature. In his final writings, he deepened his criticism. He accused modern man for being an heir to the idealism that infected Jewish and Christian thought, an idealism produced by resentment and hate of priests towards nature and body. Nature is all for Nietzsche, and outside of nature there is nothing. Idealism, the root of all negation and the rejection of everything that is natural and real, impregnates all western thought, from Plato on, including modern thought, in the environment of which the subject was born, reduced to thought and pure reason. That is why the modern subject, as noumenon or pure reason, is for Nietzsche, a fictitious idea transformed by the workings of the human mind into the maximum reality of modernity. Nature, in this manner, is depreciated and minimized axio-logically and ontologically. His model of man is, on the contrary, a being who says yes to nature and life, and serenely accepts fatal love or destiny. <![CDATA[<b>Historia y lógica del concepto de utopía</b>]]> http://ve.scielo.org/scielo.php?script=sci_arttext&pid=S1315-52162006000300005&lng=es&nrm=iso&tlng=es Con el siglo XXI, aparentemente ha desaparecido la posibilidad de la proyección del ideal en una sociedad mejor, y de la imposibilidad de pensar la utopía. Sin embargo, se constata la difusión de universos utópicos en los idearios de los movimientos sociales de resistencia al capitalismo. Este artículo presenta una reconstrucción de los contenidos que se le ha otorgado al concepto de utopía. El análisis de los procesos ideales así como la determinación del contenido dialéctico del ideal de emancipación del marxismo, son considerados, dentro de la problemática que se plantea para la teoría social crítica, la actual reivindicación de la utopía en el espacio reflexivo de las alternativas emancipadoras.<hr/>In the XXI century, the possibility of projecting the ideal of a better society has apparently disappeared, as well as the possibility of utopian thought. However there is evidence of the diffusion of utopian universes in the ideology of social movements that resist capitalism. This article presents a reconstruction of the contents that have been attributed to the concept of utopia. The analysis of ideal processes as well as the determination of the dialectical content of the ideal of Marxist emancipation, are considered within the problems proposed in the critical social theory, as the present re-vindication of utopia in the reflexive space of alternative emancipators. <![CDATA[<b>La horizontalidad de las relaciones humanas y la tolerancia</b>]]> http://ve.scielo.org/scielo.php?script=sci_arttext&pid=S1315-52162006000300006&lng=es&nrm=iso&tlng=es La “tolerancia” es un valor que se puede entender como inclusión entusiasta del otro en el propio mundo. Partimos de esta visión, resaltando que, desde ella, ser tolerante requeriría tener la capacidad y la posibilidad de escuchar. Aludimos, en este sentido, tanto a una disposición interior del sujeto como a una estructuración social determinada que permitan esta escucha, pero enfatizamos en especial la necesidad de una configuración psíquica apropiada, que denominamos “horizontalidad”. Seguimos en especial los planteamientos de Erich Fromm y Paulo Freire, entre otros, para describir dicha “horizontalidad tolerante” y terminar hallando en ella la salud y la reconciliación del hombre consigo mismo.<hr/>Tolerance is a value which may be understood as an enthusiastic inclusion of the other in one’s world. This vision will be our starting point, highlighting the fact that to be tolerant would require the capacity for and the possibility of listening. We mean, in this sense, both an inner disposition of the subject as well as a particular social structure which allows for this listening, but we emphasize the necessity of an appropriate psychic configuration, which we refer to as “horizontalness”. We follow in particular the approach by Erich Fromm and Paulo Freire, among others, to describe this “tolerant horizontalness” and finish by discovering in it the health and reconciliation of humankind with itself. <![CDATA[<b>Utopía de la soberanía popular</b>: <b>la convocatoria de una Asamblea Constituyente</b>]]> http://ve.scielo.org/scielo.php?script=sci_arttext&pid=S1315-52162006000300007&lng=es&nrm=iso&tlng=es El objetivo del presente trabajo, es hacer evidente el alcance político de la soberanía popular en la búsqueda de una nueva estructura social, en virtud de la crisis que manifestó el sistema representativo de hegemonía partidista; para lograrlo se destaca en primer lugar la necesidad del pueblo venezolano de lograr un proyecto de nación con presencia de la participación en los diferentes ámbitos del quehacer ciudadano, a través de una Asamblea Nacional Constituyente. Seguidamente, se intenta mostrar que aún con la dificultad jurídica de tal posibilidad, se presentó la iniciativa de esta solicitud ante la extinta Corte Suprema de Justicia, que tuvo como respuesta una sentencia que baso su argumentación jurídica en la Soberanía Popular, la cual tuvo gran importancia en el momento de justificar el derecho a manifestar el poder constituyente permitiendo su convocatoria a través de un referendo. En este sentido, se consideran algunas diferencias entre las funciones del poder constituyente y del constituido; describiendo el proceso y el resultado de la convocatoria de la constituyente que puso de manifiesto la voluntad del pueblo soberano, lo que supuso su participación en el poder, situac ción que llevó a distinguir la soberanía popular de la del poder público. Por último, el trabajo identifica entre los rasgos más significativos del nuevo texto constitucional aprobado por referendo, la participación ciudadana como derecho constitucional, sus medios y mecanismos para tal fin; así como, la facultad del soberano de convocar una Asamblea Nacional Constituyente con el objeto de transformar el Estado, crear un nuevo ordenamiento jurídico y redactar una nueva Constitución. Se concluye, que esta situación es el resultado de la materialización de la utópica, pero real idea de la soberanía popular.<hr/>The objective of this paper is to make evident the political impact of popular sovereignty in the search for a new social structure, in virtue of the crisis that the representative system of party hegemony manifested, in order to point out in the first place the need of the Venezuelan people to create a nation project with the presence of participation from all the different environments and aspects of citizen activity, through a National Constituent Assembly. We next attempt to show that even with the judicial difficulty involved in this proposal, this initiative was presented to the extinct Supreme Court of Justice, and an answer was received in the form of a sentence the legal argumentation of which is based on popular sovereignty, and which was very important at that moment in justifying the right to manifest constituent power permitting the convocation of said power through a referendum. In this sense, we consider some differences between the functions of constituent power and constituted power; describing the process and the result of the convocation of the constituent assembly that manifested the will of public sovereignty, and which supposes its participation in power, a situation which distinguished popular sovereignty from public power. Finally, the paper identifies among the most significant characteristics of the new constitutional text approved by referendum, citizen participation as a constitutional right, and the means and mechanisms for this purpose, as well as the faculty of the sovereign population to convoke a National Constituent Assembly for the purpose of transforming the state, creating a new judicial ordering, and writing a new constitution. The conclusion is that this situation is the result of the materialization of utopia, but as a true ideal of popular sovereignty. <![CDATA[<b>Emmanuel Levinas and the Intelligibility of Experimentation</b>]]> http://ve.scielo.org/scielo.php?script=sci_arttext&pid=S1315-52162006000300008&lng=es&nrm=iso&tlng=es En este trabajo se hace una exposición de algunos aspectos del pensamiento de Emmanuel Levinas, sobre la filosofía y la experimentación. Se presenta el término de experimentación como circunstancia, muchas veces, no tomado en cuenta por el desarrollo filosófico clásico. Experimentar se revela, entonces, como un asunto descuidado por el pensamiento clásico. El tema a discutir trata, por tanto, sobre la fragilidad a la que la comunicación humana (decurso del logos) está expuesta. Sin esa consideración, puede convertirse en un obstáculo para su pronunciamiento en su habla.<hr/>In this article, an exposition is made of certain aspects of the thought of Emmanuel Levinas as to philosophy and experimentation. The term experimentation is presented as a circumstance, which is often not taken into account in classical philosophical development. Experimentation comes to light, then, as a neglected point in classical thought. The theme to be treated therefore is the fragility to which human communication (the course of logos) is exposed. Without this consideration, this fragility can become an obstacle for the pronunciation of speech. <![CDATA[<b>El humanismo teórico-práctico de Adolfo Sánchez Vásquez</b>]]> http://ve.scielo.org/scielo.php?script=sci_arttext&pid=S1315-52162006000300009&lng=es&nrm=iso&tlng=es En el ensayo se hace un rápido recuento de la biografía del filósofo mexicano-español Adolfo Sánchez Vázquez y se analizan las características de su evolución filosófica que, desde 1965 implica una ruptura con las tesis oficiales del marxismo soviético a través de sus libros, Las ideas estéticas de Marx y Filosofía de la praxis. Se establece la diferencia entre su concepción y la desarrollada en las versiones del materialismo dialéctico; el teoricismo (Louis Althusser y colegas) o del ser del hombre (Adam Schaff o Erich Fromm). El hilo conductor es el análisis de la reflexión de Sánchez Vázquez sobre el humanismo, a partir de la profundización de la concepción libertaria del hombre en los Manuscritos económico-filosóficos de 1844 así como las condiciones de realización en un auténtico socialismo.<hr/>In this essay a quick review of the bibliography of the Mexican-Spanish philosopher Adolfo Sanchez Vasquez is made, and the characteristics of his philosophical evolution are analyzed, which since 1965 implies a rupture with the official thesis of Soviet Marxism throughout his books, The aesthetic ideas of Marx and The philosophy of praxis. The difference between his conception and that developed in the versions of dialectical materialism; theoricism (Louis Althusser and colleges) or of being and man (Adam Schaff or Erich Fromm) are established. The conductive line is the analysis of the reflection on humanism by Sanchez Vazquez, based on a deepening of the libertarian concept of man in Economic-Philosophical Manuscripts in 1844, as well As the conditions for the establishment of an authentic socialism. <![CDATA[<b>Raúl Fornet-Betancourt</b>: <b>La fecundidad de la filosofía latinoamericana*</b>]]> http://ve.scielo.org/scielo.php?script=sci_arttext&pid=S1315-52162006000300010&lng=es&nrm=iso&tlng=es El siguiente diálogo es producto de la accesibilidad y atención del maestro Raúl Fornet-Betancourt (virtudes que raramente se encuentran al nivel y altura en las que el pensamiento de Fornet-Betancourt disfruta internacionalmente) para con los estudiantes que, como yo, empezamos en esto del filosofar. Por eso, dejando tan gratamente a un lado la figura de maestro-filósofo torremarfileño, el diálogo con el maestro transcurre de manera suelta y espontánea, sin el miedo a decir alguna barbaridad o anacronía propia de mi convivencia reciente con la tradición filosófica. El placer del diálogo con este excepcional maestro-filósofo, además, nos descubre el compromiso personal, y no sólo intelectual, con las ideas y el pensamiento que el Prof. mismo crea y difunde; de su sentido y transcendencia y de sus implicaciones reales con el mundo que nos toca vivir, sin olvidarse de la premisa de que “todo es rectificable” y abierto a dialogar.<hr/>The following dialogue is a product of the accessibility and attention of the master Raul Fornet-Betancourt (virtues that are rarely found at this level and height of thought which the philosophy of Fornet-Betancourt enjoys internationally) for students who like myself, are initiating the act of philosophical discourse. For this reason, and putting aside the figure of this ivory tower master philosopher, the dialogue takes place in an open spontaneous manner, without the fear of expressing some barbaric idea or personal anachronism of my recent experience with the philosophical tradition.
