The objective of this research is to explore the scholarship’s (given to the academic staff of the Universidad del Zulia) policy during the 90’s. It was done as a documental revision and supported by a self-applied test to a scholarships’ beneficiaries sample and semi-structured interviews to the university’s authorities. The results showed that only 43% academics feel they have used their scholarship’s acquired knowledge, and they think that it is because a lack of planning, pursue, control and support. It was concluded that the lack of systematic executed plans move scholarships from its original target.
