The definition of the term “development” as well as the factors associated with it (welfare and poverty) has evolved throughout history. Obviously, the way to measure or estimate it has also changed in response to the various definitions or characterizations. Therefore there is a transit from an economic concept of development, which privileges income or resources measures, to a human perspective, where the focal axis is the human being. The relevance acquired by these phenomena indicates the need for further studies to define levels of development, welfare or poverty, as the lack of freedoms that an individual has in order to do what he values. This paper presents the reasons for designing a model of multidimensional measurement of poverty in Venezuela, from the “Capability Approach” proposed by Amartya Sen and others, as well as local constitutional provisions, which placed the human being as central axis of development and welfare.
