This paper summarizes the results of a research project related to the prevention and mitigation of earthquakes effects, in the Cumaná urban area in eastern Venezuela. Sponsored by the Sucre State Government, the scope of the project required the contribution of specialist in several disciplines. The final report is a extensive 500 pages volume duly illustrated with maps and photographs, with some 300 references, that supports the conclusions and recommendations presented along this paper. Cumaná has a well documented seismic history which begins with the first american reported tsunami in 1530, this being one of the main natural hazards of this urban area, particularly after the flooding control dyke of the Manzanares river was built in 1972. The effects of the 6.9 1997 Cariaco earthquake, with epicenter 75 kilometers to the east, confirms the paramount importance of seismic threat in this part of the country. The lessons learned in this event, can be extended to several large cities of Venezuela.
