In this work the superficial fresh water quantity is estimated and the conflictive uses of water resource at the upper Chama River Basin, Mérida State, Venezuela, are analyzed. In this region, three conditions in supply-demand confrontation of the hydroeconomic units are identified: hydric superavit, seasonal water deficit and permanent water deficit. The most severe usage conflicts occur towards the lowest parts of microwatersheds due to the fact that the water produced is not sufficient to satisfy the demand or to its deficient quality. The highest impact use is irrigation, since it consumes the greatest quantities of water and seriously affects its quality.
