The centralized forms of territorial organization have considerably weakened the capacity for initiative of local societies, which has called into question the traditional planning of regional government policies based on direct measures, such as aid to companies, incentives for foreign investment or the improvement of physical infrastructureIn Latin America, the technological management of MiPymes is focused on meeting the requirements of generic resources that allow them to enter and remain in the market, so there is neither a functional structure in charge, nor are plans or technological agendas developed, and there are no specific budgets for these activities. This article presents the main results of a comparative study[1] on technological platforms to enhance the productive development of microenterprises carried out at the national and international levels.
