The qualitative study with ethnographic methodology analyzed the perceptions of 35 leaders of indigenous communities in the Peruvian highlands about their participation in bilingual intercultural education (Spanish - Aymara). Community participation was analyzed through direct participant observation and an in-depth semi-structured interview with four categories, it was concluded that the lack of involvement of community leaders in the management of intercultural educational programs negatively impacts the effectiveness and sustainability of intercultural education.
