The study analyses the conceptions and perceptions regarding Decree 67/2018, using a qualitative phenomenological methodology with various educational actors. The results reveal that the conceptions are linked to traditional evaluation practices and a lack of alignment between the regulations and the Decree; as for perceptions, there is autonomy to address community needs, but erroneous interpretations persist. It is concluded that it is urgent to train teachers and management teams on the formative evaluation proposed by the Decree.
