This study conducts a systematic review of research on meritocracy in public management in Latin America and Spain (2018-2024). It analyzes 19 articles showing that public appointments often rely on personal connections rather than professional competence. The findings highlight the need to implement meritocratic principles to foster transparency, efficiency, and equity. The study concludes that institutionalizing meritocracy is essential for building a professional, inclusive, corruption-free State oriented toward citizen service.
