This study reviews 38 articles (2021-2024) on health promotion policies, identifying the main challenges that hinder their effectiveness. It examines how structural, political, socioeconomic, and cultural factors constrain policy implementation in diverse contexts. The findings underscore the need to adapt health promotion policies to specific national realities through contextualized and intersectoral approaches. Such strategies are essential to enhance equity, sustainability, and the relevance of public health interventions.
