This systematic review evaluated literature on comprehensive institutional plans and inter-institutional coordination in health emergencies to support a Comprehensive Institutional Plan in San Martín, Peru (2025). Studies were searched in Scopus, PubMed, and SciELO (2020-2025) using the PRISMA methodology, identifying 30 studies. The findings highlight that multilevel collaboration is essential, but gaps persist in coordination, legal frameworks, and information systems. Strengthening mechanisms, interoperability, and joint simulations are recommended to optimize preparedness and response to future pandemics.
