Social management constitutes a bridging strategy between the implementation of public and social policies and territorial transformation processes, with a strong emphasis on citizen participation. This qualitative, systematic narrative research, conducted under the PRISMA method, included a search in Scientific Electronic Library Online (SciELO) y Scopus (2014 al 2024). 39 articles were analyzed from a total of 145 identified. Results highlight the need for normative coherence, community empowerment, and territorial-cultural adaptation as key axes to strengthen the alignment between social management and public policies.
