This study assesses waste management under Chile’s EPR Law through a comparative analysis of public and private sectors. Using empirical data, it identifies disparities in operational capacity and highlights barriers and opportunities. The main findings highlight the need for intersectoral collaboration, technological investment, and producer accountability. The study proposes strategies to optimize infrastructure, enhance circular economy practices, and improve citizen engagement, reinforcing the importance of aligning systemic capacities with legal obligations.
