The study analyzes how public policies influence climate resilience among high-Andean communities in Peru, considering institutional, territorial, and sociocultural factors. The findings show that adaptation to climate change depends on intergovernmental coordination, the incorporation of local knowledge, community-based risk management, and productive sustainability. It also identifies gaps in funding, Indigenous participation, and technical capacities, which limit the effectiveness of public interventions in vulnerable rural territories.
