The municipal public administration, as a guarantor of efficient services to citizens, requires methods, tools, and processes for digital transformation. Disruptive technologies constitute elements of transcendental importance for the online attention of requirements and procedures carried out by the population. In this sense, this article -using documentary methodology of hermeneutic evaluation- intends to present an initiative of the theoretical, practical, and legal conditions of digital transformation as a method of user service in the provincial municipality of Junín in Peru. The analysis of requirements for an implementation of public management with digital transformation projects suggests three key elements, beyond the technological support to be used: one, adaptation of administrative management processes adapting them to the use of emerging technologies; another determining factor is to generate digital competences to the public servant or collaborator; and finally, to have a constitutional-legal framework in the use of advanced technologies. The municipality of Junín has a compliant legal framework; consequently, it must adapt the processes implicit in the provision of service to citizens; as well as train public employees and citizens to convert the public administrative environment into a digital ecosystem.
