In the present work the theory of the Three-dimensional Geodesic Models is developed, its mathematical formulation and the conversion between Systems of Coordinates like solutions fit to the establishment of Environmental Control Systems of Regions and Cities where their natural terrain features and economic importance require an Plane Rectangular Coordinates System to link detailed surveying and Civil Engineering and Topographic scales for the correct development of applications in GIS. Specifically, each geodetic reference system, topographic and cadastral must include a structured according to the guidelines certified by the organization that confers official value and quality (Cartographics agencies) and is expressed in standard format Metadata for ensuring compatibility with the various programs and applications in information systems and space geodesy. Finally, present the solution of two-dimensional transformation model Datum from PSAD56-La Canoa to REGVEN-SIRGAS in U.T.M. for the distribution of blocks of letters 1:1.000.000 scale that makes the conversion of digital files mapping coverage with the accuracy required scales minor to 1:2.000.
