This paper presents the design and development of a concentrator for electronic electric power meters, responsible for collecting, storing and transmitting data through GSM (Global System for Mobile communication) network. In the collection phase the Modbus RTU protocol was implemented on a physical interface RS-485 to read data from the meters and store it in a high capacity memory. The variables stored in the concentrator are as follows: voltage, current, active power, reactive power, apparent power, power factor, Modbus address, equipment serial number, time and date of reading. The data transmission was implemented through an embedded module to send the information via GPRS with TCP/ IP protocol over GSM network to a test interface. This kind of remote measurement systems have been gaining much attention lately and its implementation represents a significant cost reduction for utility companies whether gas, water or electricity, since they provide information from each energy meter, to the consumer and utilities to let them notice irregularities in the network and so taking corrective and/or preventive actions in order to provide a quality service. The implementation of such kind of technology in Venezuela is of great importance to the national development
