This paper presents a simplified methodology that allows developing fragility curves to characterize the seismic vulnerability of Venezuelan school buildings, based on the hypothesis that school buildings were designed and built according to the seismic provisions at the time of construction. On this basis bilinear capacity curves are developed on which five damage states are defined. For each damages, state seismic fragility curves are determined, which represent the probability of reaching or exceeding a damage state for a given value of peak ground acceleration. A Fragility curve is described by a lognormal distribution in which the average values of the ground acceleration associated with each damage state are determined depending on the type of school and the soil at the location site. Fragility curves were calibrated and adjusted using the information obtained from the effects of the 1997 Cariaco earthquake on 19 schools located in the Sucre State for which information regarding observed damages, construction type and soil type on the site of location of each school was available. The damage estimated with the methodology developed herein reasonably conforms to the observed damage. The fragility curves are used to estimate damage and losses due to future earthquakes and assess seismic risk levels for purposes of prioritization and risk management.
