In some ground transportation enterprises are presented problems of stability of the performance (big variations in theirs variables) and low use of the installed capabilities. Their maintenance system has low efficiency or efficacy. It can be seen in: high fuel consumptions, high transportation costs, low use of the route, and so on. The objective of the paper is to elaborate a measurement method of the maintenance system of such enterprises, to increase the effectiveness of their operations. The contributions were: the definition of maintenance classes with new performance indicators, estimating the standard error of the Coefficient of Technical Availability (CTA); the definition of the “Route Map” for the modernization process of the transportation fleet, and the definition of a control graph for each maintenance class of the fleets. The method was applied to four fleets, and were observed both four and five maintenance classes.
