The paper reviews several culture concepts from the Theory and Philosophy of Culture to make a selection of the fundamentals for an operational meaning, in order to establish the relevant concept for political action. This assumes a confluence of ideas, principles and theories in the search of a useful and working definition of the current culture as a basis for a cultural public policy.
