In this paper, on the one hand, the relationship between the process of promoting a «political citizenship» in order to exercise «sovereignty» in the new republic being established in Bolivia in 1826, and the necessary «political learning» or «political socialization» implied by the educational process which would help shape the «ideal citizen» defined by the Constitution of that time is analyzed. On the other, both the viability of the new political and social model set forth in the Constitution and the pertinence and originality of the project of education for the people proposed by Simon Rodriguez in order to provide real citinzenship to a group of individuals who, despite having been born on Bolivian soil, did not have the rights of that citizenship, are analyzed. Such a project seemed to pave the way to achieve universal human rights such as civil liberties, equality and property, as new active members of the then newly born republic.
