The number of high school graduates still applying for admission despite having been placed at a higher education institution in a process before has been traditionally a neglected issue both quantitatively and also with respect to the possible reasons for such irregularity. The fact that year after year a number of such students continue to seek admission may distort the picture in this regard, a fact that may blur the understanding of the real nature of the process of providing placement at higher education centers. Due to this irregularity, offer at these centers may look lower than it really is. In order to determine the size of the problem, the population of high school graduates granted admission via the national procedure OPSU-CNU in 1998 and the consecutive application of these students in both 1999 and 2000 were studied. Results show that fifty five percent of students placed for the first time in 1998 sought admission again in 1999 (consecutive assignation for the first time). Also, two percent of these students again demanded assignation in 2000. This is interpreted as ineffective placement for a majority of students in 1998, some of whom demanded it again in 1999, raising demand to a level higher than expected. The situation here described may be due to basically two reasons, first, that the career in which admission was first granted was later rejected by the student, and, second, that early dropout mat have occurred, so in both cases students may try again to get a better placement.
