The purpose of this paper is to present a theoretical analysis on the notions of Disability and Learning Difficulties. A new perspective is suggested on this relational condition, starting from theoretical limits for each notion. The analysis shows that, despite the fact that, traditionally, learning difficulties are considered a type of disability, there is the possibility that the relation between both constructs is indeed inverse. As a consequence, An evolution on the concepts, used so far to handle people with special needs in the school context and the role of specialized educational attention necessary to achieve complete development of students with such needs.
