Attention to childhood has historically worried most societies. In Venezuela, childhood policies have materialized in programs for the care of young children. Nevertheless, it is appropriated to ask: Do these programs create quality-learning environments? How can quality for preschool be defined? The aim of this study is to divulge information on some criteria established in the Ibero-American context to evaluate the quality of educational services directed to early childhood and, to create discussions as well as to favor the creation of home benchmarks on this subject. The work is developed through a documental research in which a theoretical revision is done on some of the proposals made by researchers on this topic. The conclusions of the analysis reflect this topic multidimensional character and emphasize the importance to review the socio-historical context from the source.
