Resumen

It is based on the environmental problems detected in the area, the main educational necessities, the principles of Vygotsky´s Theory (1979) and the support from Venezuelan laws about environmental education, social development and social participation. The methodological orientation was taken from Marchoni (1988), covering the following steps: familiarization with social groups identified in the area, social sensitization, participative diagnostics of environmental problems, determination of educational necessities and PREE design. To collect the information were used: a questionnaire and a guide for environmental observations, interviews and reflexive discussions. Quantitative and qualitative description of the data was done in order to sustain the PREE designed for citizen formation about environmental education, theory and methods for sustainable development and social participation. We consider that PREE is relevant and it has great social pertinence.
