The insertion of ICT in distance education seems to range between the tecnocentrism and logocentrism, while the first one considers the technological means like an end, the second one, simply transfers the transmission practices of traditional distance education, to the virtual models.There exists the risk of having unfounded hopes with the technological tools and leaving of side the educational purposes and it drives to the degradation of education in virtual environments, which one expresses specially in the absence of educational design. A strategy to avoid this degradation is construct the educational project and the model of learning of distance education program and communicate the theory of program to all the actors. In this context, is demonstrated the need of a new profi le both of facilitators and of participants, who take advantage to the maximum of the potentials that the technology offers in these environments of learning.
