This article presents some basic ideas and relatively resent teaching experiences (1999-2006), on an aspect that has been repeatedly left aside when developing education policies. The research was baked up by an extended bibliography, some 500 titles, and experiences at classroom level. The core of the essay argues on the need to educate, in high school, under and graduate university levels, on the general principles of Civilian Control, with capital letters, institutionalized democratically.
