The  purpose  was  to  build  a  theoretical  approach  of  university management  from  the  perspective  of  organizational  creativity  for  the Pedagogical  Institute  of  Caracas  based  on  the  perceptions  of  the participating  subjects.  This  research  was  qualitative  and  data  analysis was performed using the hermeneutic method to interpret and understand dialectical interaction management in the IPC. Views were conducted to help managers of different administrative units, as well as faculty, staff and students. The results showed that there is a bureaucratic management, politics, and solved for theim mediacy, not creative, not execute manage meant processed south lined in the institutional development plan, which is why we propose a model creative management generate reflection and change management processes in the IPC in line with the times.
