The state of Miranda Panaquire parish, usually flooded with increasing flow Tuy River. Early Warning System (EWS) allow appropriate alert and direct disaster actions, reducing loss and damage, preventive culture needed to be created through the support of educational institutions. The research objective was to design an environmental education proposal to incorporate the EWS in the educational communities and the N.E.U. "Bolivarian High School Panaquire" feasible project that will improve the quality of life of the community. The research was conducted in three phases: (a) diagnosis, through a survey of 13 teachers from the N.E.U. "Bolivarian High School Panaquire", (b) design and development of the proposal, (c) validation and feasibility study. The results demonstrate the relevance of the proposal because participants unknown the EWS. We recommend continued research supporting the educational community to consolidate the creation of the EWS.
