Since July 1980, the formation of a critical citizen is one of Venezuelan educational ends. This formation, ineluctable, is under the responsibility of educators who must assume their leadership by planning, applying and evaluating a student-centered strategic teaching planning aimed to foster students cognitive structures through learning by doing, discovering and being. Reaching this objective requires the application of diverse teaching strategies based on student mental active participation, in order to get a significant learning. Appropriate practice, and the processes of analysis, reasoning, abstraction, inferences, induction and deduction among other mental skills will allow student to transfer learning to problematic situations he or she can face in their school, personal or social life, in which he or she must behave and decide critically. This strategic teaching planning must be supported on knowledge of national educational ends as well as the educational level, the grade and subject objectives. It is also required to know the subject role and its relationships with the other subjects that integrate the study plan.
