The purpose of the research was to assess the instructional strategies applied by teachers in the second phase of Elementary School in order to implement the language transversal axis in the areas of : comprehension and production of  written text. Given the nature of the problem the research was carried out as an assessment field research at a descriptive level.  The information was gathered through the application of a comparison list and three written tests prepared in accordance with the objectives of the study. As far as content validity is concerned the research was reviewed and validated by five (5) experts. With regards to the reliability of the instrument to assess the variable: instructional strategies the result of the pilot test was: 0,90, and as regards to determining the comprehension and production of written text  it was: 0,79, 0,85 and 0,86. The sample population consisted of  two hundred and ten  individuals, two hundred  students and 10 teachers of the second phase of the Elementary School Unidad Educativa Nacional “Agustín Aveledo”  for the school period 2004-2005. The data obtained for the research objectives was given statistical treatment based on frequencies and percentages. The results were presented as tables in order to facilitate the comprehension of the problems detected. The analysis of the results allows us to conclude that the instructional strategies applied to implement the language transversal axis are traditional in nature and result in a 51% development of comprehension thus ranking it in the “in process” category, and in a 30% development of written text production ranking it in the “beginners” category.   In conclusion, this research shows the need to reflect on the importance to innovate in the area of instructional strategies in order to foster the training of autonomous readers and coherent text producers.
