The educative design is within the framework elaborated of the Program of Support to the Modernization and Rehabilitation of the Sector Potable Water and Cleaning promoted by Venezuelan Hidrológica (HIDROVEN). It is constructed from a documentary investigation and of field. “Theory One” of Perkins is assumed (mentioned in Reigeluth, 1999) being applied to an intentional sample, constituted by 24 national coordinators. The viability of the design settles down through profit of the objectives, the pertinence of the educative strategies, the yield and the effectiveness, all framed it in the managemental approach of the performance
