The aim of this paper was to explore how the neighbors of an urban marginal community exert their Constitutional rights of participation in Venezuela. Specifically, this study refers to the social comptroller process. A field qualitative study was conducted using focus groups, in depth interviews and direct observation were used. Data was submitted to analysis of discourse, using phrases as units. Participants reported insufficient information on procedures and mechanisms of action for an effective participation in the process of social comptroller. However, they expressed high concern in matters related to the neighborhood. The following collective actions were identified: supervision of quality work; incorporation of neighbors in the execution of works; participation in assemblies on community subjects, provision of information on manpower availability, organization of manpower availability for agricultural land allocation, Neighbors also hope that this social comptroller process leads to transparency in public management and better communication between neighbors and government.
