This paper discusses human rights and human dignity as its foundation, based on the neoliberal ideology of globalization. Under a critical and reflexive perspective, it focuses on the role of the higher education in the field of human rights formation. The university is inserted in a context where the strong dynamics of the neoliberal ideology menaces the institution, exposing it to risks of losing its own identity. It presents the current question of how to combine the universality of human rights with cultural diversity, and how that problematic affects the human rights formation in higher education. Finally, it discusses also the university formation function, its omission regarding this matter, and suggests completing the Human Rights Education with a Human Duties Education.
