The main purpose of this work is to explore the incidence and use of information technologies in municipal public electronic management in the Maracaibo Municipality Mayors Office. The hypothesis was that the use of Information and Communication Technologies (TIC´s) generates organizational changes and causes modifications both for operators and users of the system. The target population was divided into three groups: directors of the Mayors office; workers in the TIC system in this institution, and users of the information center (Infocentro) located at the Lia Bermudez Art Center in Maracaibo (CAM-LB) . The results of this research indicate that theWeb does not represent an effective alternative of municipal public management, because among other factors, there is a technological gap between those who have access to the technology and those who do not. For this reason, the citizens make very little use of this service, and knowledge of its existence is little known in the population.
