The purpose of this article is to make a theoretical-conceptual analysis of the National System of Innovation (NSI). Since it is a study of this type, a bibliographical-documentary research on the nature of NSI: origin, definitions, characteristics, basic elements and the evolutionist approach like prevalent theoretical mark, was made. The NSI concept is based on the network of relationships that establishare the agents involved in the innovation. It is point out that the NSI conceives innovation as an accumulative, uncertain and institutionalized interactive social process. It is centered around national systems that present a systemic characteristic. It is affirmed that the basic elements of NSI are the research and development system, the productive structure and the learning process (user-provider relationship). The notion of NSI has been developed within the evolutionist, regulationist and institutionalist schools (neo-shumpeterians approachs). The conclusion is that NSI constitutes an instrument that permits approaching the problem of innovation in countries both developed and developing.
