This paper intend to establish the most important factors towards developing E - government in local governments (Municipalities) in Venezuela from the point of view of informatics managers. A questionnaire was sent to the persons in charge of the informatics department of 275 local governments of Venezuela. The technological, strategic and organizational aspects associated with the development of E - government were analyzed. The results reveal a variety of legal tools that make possible the implementation of E - government. The factor limiting its development from the point of view of the informatics’ managers, are little desire on the part of leaders to modernize. The results put in evidence that local governments do not have a Strategic thought process nor informatic polices oriented to developing E - government.
