The objective of this article is the determination of managerial strategies which facilitate the linking process between university research institutes and regional public sector organisms. To achieve this objective two populations were studied, the first composed of directors and researchers from different research institutes belonging to the Faculty of Economics and Social Sciences (FCES) at the University of Zulia, and second, the Secretaries and Directors from the Advisory and Performing units within the government of Zulia. The study was made over a twelve months period from January 2004 to January 2005. The results of this research which is classified as descriptive, transversal and field based, reveals that the linking among these actors is faulty, occasional and without the proper orientation which could permit  an effective administration of this complex process. Therefore it is necessary to carry out some managerial strategies for the purpose of achieving an effective linking between the parts involved, in a context that assures benefits for both sectors.
