Since 2003, the Venezuelan government has defined different strategies for guaranteeing access to higher education. One of these is the municipalization directive within the framework of the Sucre Mission. This article analyzes its management practices, which have characteristics different from the logic and dynamics of bureaucracy. The university villages of Maracaibo were studied using a random sample of students and professors. Conclusions were that the municipalization of higher education constitutes an innovation in educational management: a) because of the definition and administration of university villages and b) as an adhocratic (non-bureaucratic) answer to exclusion.
