In this article, the authors analyse the system of values and attitudes among relevant social actors in Venezuela: their discourses and fundamental opinions concerning participation matters -such as the role of civil society and political parties; as well as their proposals for an alternative agenda in the realm of social and political participation. The authors search for areas of consensus and dissension among civil society actors, in order to set up a feasible scenario for decision making processes in the subject of social and political participation. By using the cognitive map analysis, areas of consensus and dissension are established which have to do with the role that civil society and political parties must play in the agenda of social and political participation.
