This article reviews the changes in Venezuelan foreign policy towards the Caribbean since the establishment of the democratic regime in 1959. The analysis also includes the position adopted concerning the territorial dispute with Guyana. The policies implemented during the period of representative democracy are presented and contrasted with those of the «bolivarian» government. It is shown that the Caribbean has been permanently included in Venezuelas foreign policy agenda; first as part of a scheme to respond to Cuban expansionism, and since 1999, as part of the alliance between the «bolivarian» government and the communist government led by Fidel Castro.
